    Traffic and development surrounding the Expo Line on the eastern edge of Santa Monica are fueling neighborhood opposition to a preschool on a quiet, residential street near Ishihara Park.

    Tonight, the City Council will weigh the City’s objective to expand early childhood learning opportunities in the 90404 zip code with residents’ demands for a quiet street.

    “Over time, this is only going to accumulate traffic and parking problems,” said Brian O’Neil, whose wife filed a 160-page appeal after the Planning Commission approved a Conditional Use Permit for 2953 Delaware Avenue, dismissing neighborhood concerns as classic NIMBYism.

    The Consumer Protection Division of the Santa Monica City Attorney’s Office and the City’s Rent Control Agency will co-host a free forum on landlord-tenant rights and responsibilities.     Two Development Agreements (D.A.s) were passed by Santa Monica City Council Tuesday, Nov. 28, at a regular City Council meeting at City Hall. The D.A.s saw NMS Properties gain approval for two Tier 2 projects with a total of 164 residential units and 12,387 square feet of commercial space (indoor and outdoor), according to the Staff Reports for both properties.

    The properties are located at 1430 Lincoln Blvd. and 1325 6th St., Santa Monica.

    The move, a complicated one, saw many residents up in arms that the developer, NMS Properties, was given permission to continue to build anything at all in Santa Monica.

    SANTA MONICA SHIFTS TO A MORE PROACTIVE REGIONAL APPROACH THAT REACHES INTO VENICE

    Responding to a 26% increase in Santa Monica’s homeless population over just one year, city officials unveiled a series
    of proposals this week to increase homeless outreach, services and housing opportunities — both within the city and outside its borders.

    Contemplating a more regional approach to homelessness, Santa Monica City Council members will vote next month on whether to allocate as much as $500,000 of the city’s federal housing funds to support an existing permanent supportive housing complex in Venice.

    LA County voted Tuesday to install temporary restrooms near homeless encampments even as Santa Monica locks its public bathrooms at night.


    LOS ANGELES, CA — As Los Angeles grapples with the nation's largest homeless population and a hepatitis A outbreak that prompted Gov. Jerry, Brown to declare a state of emergency in California, community leaders are battling over starkly divergent approaches.

    Hoping to curb the deadly spread of hepatitis A, the Los Angeles County Board of Supervisors Tuesday approved a plan to install portable toilets and hand-washing stations near densely populated homeless encampments in four unincorporated areas and along the Los Angeles and San Gabriel riverbeds.

    However, even as County officials commit tax dollars to install bathrooms for the homeless in some parts of the county, officials in Venice and Santa Monica have chosen over the years to lock their abundant public restrooms at night for fear of attracting more homeless residents.

    LOS ANGELES, CA — After decades of gang-related shootings, rapes, homicides, robberies and drug sales at a single Baldwin Village apartment complex, Los Angeles city officials think they have a solution to the problem: make the landlord live in his own crime-ridden apartment complex.

    Los Angeles City Attorney Mike Feuer filed a lawsuit Monday asking a judge to order the owners and managers of the he 425-unit Chesapeake Apartments to live in the apartment complex considered a stronghold for a violent street gang called the Black P-Stones.
