    The City this spring will launch an $8 million three-year program that provides homeless persons arrested for misdemeanor crimes an alternative to jail.

    SaMo Bridge -- which is funded with a Prop 47 grant from the State -- will be run out of a “respite hub” consisting of two trailers on the east side of the parking lot of the unused Civic Auditorium.

    The POD program is currently accepting applications from income-qualified long-term Santa Monica seniors age 65+. In January, eligibility for the program will be expanded to include seniors who moved into their rent-controlled apartment prior to 2005 (was previously 2000).     Authored by Assemblymember Ash Kalra, a San Jose Democrat, the new law also offers something for landlords, who generally like eviction cases to move faster. It limits the amount of time tenant lawyers can take to file certain motions alleging errors in a landlord’s complaint. Landlord representatives said lawyers would use those motions to drag out cases unnecessarily.

    For unlawful detainer eviction actions, Morton stated that AB 2347 (effective on Jan. 1) extends the period tenants can respond to such an action from five to 10 days. 

    Taking effect this past July, AB 12 prohibits landlords from demanding or receiving a security deposit exceeding the equivalent of one month’s rent, regardless of whether the property is furnished or unfurnished.

    The revised development will include 48 family apartments at 1217 Euclid Street and 82 senior apartments on the sites at 1211-1217 14th Street and 1402 Wilshire Boulevard, which will be combined.
